In a large mixing bowl, combine the thoroughly crushed Oreo cookies with the unsweetened cocoa powder. Stir well until the cocoa powder is evenly distributed throughout the cookie crumbs.
In a medium saucepan, over low heat, combine the sweetened condensed milk, mint chocolate chips, and semi-sweet chocolate chips. Stir continuously to avoid burning, until the mixture is completely melted and smooth without any lumps.
Once the chocolate mixture is melted and silky, remove it from the heat and mix in the peppermint extract along with a pinch of salt, enhancing the flavor profile.
