In a large mixing bowl, combine the ground chicken (or turkey), breadcrumbs, grated Parmesan cheese, finely chopped green onions, minced garlic, soy sauce, sesame oil, and ground ginger. Season with salt and pepper. Gently mix until just combined.
Take about a tablespoon of the mixture and roll it into a ball shape. Repeat until all the mixture is used, placing each meatball on the lined baking sheet.
Bake the meatballs in the preheated oven for 15-20 minutes, or until golden brown and cooked through, ensuring they reach an internal temperature of 165°F (74°C).
In a small saucepan, combine the honey, rice vinegar, and any remaining minced garlic over medium heat. Stir until well blended and simmer for about 3-4 minutes until slightly thickened.
Remove the baked meatballs from the oven and transfer them to a large mixing bowl. Drizzle the warm honey garlic sauce over the meatballs and gently toss to coat evenly.
Place the coated meatballs on a serving platter, sprinkle sesame seeds on top, and garnish with freshly chopped cilantro.
