Begin by rinsing the uncooked rice under cold running water until the water becomes clear.
In a large pot, combine the rinsed rice and vegetable broth (or water) and bring to a vigorous boil over medium-high heat.
Reduce the heat to low, cover the pot with a lid, and let it simmer gently for approximately 15 minutes, or until the rice is tender and all the liquid has been absorbed.
While the rice is cooking, warm the olive oil in a medium skillet over medium heat. Add the chopped jalapeño and sauté for 2-3 minutes until it softens.
Once the rice has finished cooking, remove the pot from heat and let it sit, covered, for an additional 5 minutes.
Fluff the rice gently with a fork and incorporate the sautéed jalapeño, chopped cilantro, lime juice, garlic powder, and season with salt and black pepper to taste.
Mix all the ingredients together until thoroughly combined.
Sample the rice and adjust the seasoning if needed.
